Clandestines and the responsibility of Libya

The clandestines who are coming day by day by boat to Italian coasts are being sent by someone. He’s called Gaddafi. Nearly all the boats are leaving from the coast of Libya with the tacit consent of the local authorities.
There has been tension for a long time between Italy and Libya. Gaddafi has been asking for 3,500,000,000 Euro for hypothetical compensation payments for the construction of a motorway.
The Italians who were expelled from Libya left all their possessions there.
They have had no compensation.
Gaddafi uses the clandestines to put pressure on the Italian government. Today he wants a motorway, tomorrow who knows what else.
The departures from Libya represent a clear act of hostility in relation to our country and cannot be tolerated. In relation to these continual violations of her territory, Italy should even consider the patrolling of Libya’s territorial waters and not just a firm stand in relation to the government of Tripoli.

There is so much emotion stirred up about immigration. Is it that a nation needs a scapegoat for its ills and has to choose some group of people to blame?
I’ve discovered an interesting report published in 2005 by the Migration Policy Group (MPG). It looks at the then current situation of migration to Italy.

It explains that it is
“ part of a series of 16 country reports prepared as a product of the
European Migration Dialogue (EMD). The EMD is a partnership of key civil society
organisations dedicated to linking the national and European debates on immigration
and integration. It is supported by the European Commission, Directorate-General
Justice, Freedom and Security, under the INTI funding programme.”
Hey this is great! It explains the development of the different laws that have been enacted since the year 2000. It’s great background reading! It talks about 3 pillars, 3-D jobs – and 5-P jobs.
Oh – I like this paragraph which follows on from discussing “regularisations” for migrants:
“It should be noted that regularisations are common in Italy in areas other than
immigration. There have been numerous tax amnesties, employment ‘emersion’
regularisations for undeclared workers, and even amnesties for illegally constructed
buildings. In Italy, the distinction between a crime and an acceptable response to a
complex and inefficient administrative policy is blurry. Most policy makers, when
faced with widespread illegality, prefer to blame the rule rather than the rule-breaker,
especially when it is possible to benefit from one-off amnesty fees.”

Elizabeth,you are a breath of fresh air,and a good common sense,what happen to everybody else? can they see the ply of africa?first we go to colonize them,take away everything,live behind the worst of what we have ,and then we like to wash ours hand,nobody look at history,its like the dog biting is own tail,soon or later was meant to happen,but also no government like to solve the problem,but they keep taking the goods,how wonderfull,we should bee very proud of ourself,and geddafi,of course he exploit the situation,he is not any better

Please send good wishes and love and blessings to all those in boats on the sea. Some are there because they love the sea. Some are there for work, to fish for our food, to patrol the seas and keep us safe. Others are there to enjoy themselves in the open air and the open water. Others are there in a desperate search for survival. Please treat all with respect and dignity whatever language they have, whatever their religion, whatever their colour of skin.
