My Electoral Programme aims to take Italy to a level of competitiveness, of employment and of quality of life that it deserves in the world. The application of these points is guaranteed by my personal history. |

1. Competitiveness of the economic system
Before everything else, we need to establish the "certainty of the rule of law", and thus have an absolute ban on new initiatives such as amnesties, "prescriptions" (setting a time period after which it is no longer possible to convict someone for a particular offence), and concessions of various types.
Whoever breaks the law must pay.
Work for the development of the Mezzogiorno (The South of Italy) with an attack against organised crime and instead of the building the Messina Bridge, let's take on the more urgent infrastructure needs.
Introduce a new tax credit for those companies that invest in research and development.
Reduce our dependency on solid fuels for energy supplies in favour of alternative sources and the use of energy from refuse that cannot be recycled.
Promote "Made in Italy".
Remove taxes from profits that are reinvested in activities that produce new jobs.
Provide finance to the anti-racket and anti-usury fund to liberate the small and medium sized companies form the strangle-hold of money lenders and the threats of organised crime.
Have sanctions against those companies that abuse the use of labour abroad for their production.
Introduce the taxation of big financial incomes.
Open up the Banks to the international market.
Limit the concentration of industrial ownership of the Banks.
Prevent any person who has been convicted from being a candidate in elections to the Lower or Upper Houses of the Italian Parliament or to the European Parliament.
2. Protection of work and regular immigration
The conditions of an apprenticeship to be changed so that the State pays the wages of the apprentice for the first 12 months on condition that he or she is then taken on as a regular employee.
Introduce measures to facilitate the mobility of workers from sectors in crisis to those that are expanding with a reform of the unemployment allowances and the systems to protect employment.
Give the right to vote at local elections to those foreigners coming from outside the European Union, who have a “permit to stay” and are stable residents of the country.
Provide new services to the most weak social categories of people, a new system of social safety nets and a diversity of tariffs based on income.
Increase unemployment benefits, the transformation of work training contracts into regular contracts, the increase of allowances for dependent children.
3. Protection of consumer rights and of the rights of small savers
A national Authority to be set up to protect the rights of consumers, of small-scale savers and of taxpayers. The possibility to start a “class action” to protect their rights before any authority (including judicial authorities). This is designed to allow for the protection of the rights of those people who are most at risk of abuse, fraud and injustices.
For the representatives of small-scale shareholders and savers, there must be the right to have representation (even as observers) on the Boards of Directors and controlling bodies of companies quoted on the Stock Exchange.
The emission of Bonds must be limited to the companies quoted on the Stock Exchange.
The fight against the cost of living must be intensified with the revision of the baskets of goods used by ISTAT (the Government Statistics Office). These must reflect different income levels and be worked out with the Trades Unions and consumer associations (with particular attention to pensioners).
4. Accurate information
In the sector of information not provided by the State (especially whatever is at a national level) ), it is necessary to stand up against the domination of oligarchies of entrepreneurs with activities other than publishing information. To do this there will be a ban on these companies having majority shareholding in publishing companies.
Access to information must be guaranteed to all in a system of real and honest “par condicio”, in public and private networks that have national coverage. The Gasparri law is to be completely changed as it legislates only what was previously illegal and thus the conflict of interests of some.
5. Reducing the costs of politics
Reduce by at least 20% the sum allocated for the functioning of political institutions (Parliament, Presidency of the Council and of the Republic, Regional Councils) of the salaries of Ministers, members of the lower House of Parliament, regional councillors.
Reduce the number of Parliamentarians by at least 30%.
Reduce the number of regional councillors in line with the number of inhabitants of the region.
Reduce by at least 50%, public financing of parties
Reduce by 50%, allowances for office and for attending in State, regional and national administrations, in Public Bodies and companies in which most of the capital is form the public sector.
Discourage employees of the Public Administration form taking on consultancy or other external activities.
Withdraw benefits and extras that are not directly relevant to the work done by politicians, administrators and public officials.
6. Eliminating the conflict of interests
Whoever is in an executive activity (for example: in the Government) or a controlling activity (for example: Authorities, or magistrates of every jurisdiction) cannot be the head of a financial activity, nor of a company, nor can they be directly or indirectly involved in the management of these bodies. The penalty for non-observance to be ineligibility or dismissal from the position. (This is to avoid every possible conflict of interests)
Who has an elected position (as a Parliamentarian, a Councillor at Regional, Provincial or Comune level) cannot carry out economic activity or carry on business (directly or indirectly) with the bodies with whom they have been elected. The penalty for non-observance to be dismissal from the position.
Parliamentarians cannot participate in a sitting nor can they exercise the right to vote in reference to requests for authorisation to proceed, or other situations when they themselves are the subject of discussion (for obvious conflict of interests)
7. Transparency in judicial bodies and control bodies
The selection and appointment of magistrates in direct positions must be placed completely in the hands of the C.S.M. the auto-regulating body of magistrates, without any interference from the Justice Minister.
Total ban, for all serving Magistrates of any level and jurisdiction, to take on jobs outside their role including consultancy and extra-judicial arbitration of any type.
Serving magistrates must no longer be candidates for elected positions in those areas where they exercise their jurisdiction, and, when there activity in an elected capacity has finished, they must not exercise any jurisdiction in that area for a period of at least 5 years.
Ownership of the Bank of Italy is reserved to the State. This is to avoid the controller being the property of the bodies being controlled.
The nomination of the Governor of the Bank of Italy must come from Parliament. The person chosen must stay for a period no longer than 7 years. The position can be revoked by Parliament with the same majority as that used to nominate the person.
Decisions of the Controlling Bodies must be collegial and taken by a Directing Council in which all the Councillors are responsible for the decisions taken.
The protection of competition must be transferred from the Bank of Italy to the Antitrust Body. There must be a ban on all those who are at director level in Controlling Bodies (Bank of Italy, Consob, Authorities of any type) to take paid work in companies that they have been controlling. This ban lasts for a period of 5 years.
